Capacity building of the National Public Health Action Plan 2021−2025 is an important component of the public health task. Through capacity building, the skills of human resources, organizations, and health services are strengthened and enhanced. Targeting is clearly defined with a long-term horizon to strengthen prevention, and to identify and address emerging health issues. The action on tobacco control is included in this plan. The following points illustrate the capacity-building efforts of the anti-smoking action: It was set up by experts; it sets a specific target; the results have a long-term horizon; anti-smoking laws were updated; cooperation with the National Transparency Authority was developed; the smoking hotline was reopened; and information campaigns were planned. Capacity building is a long-term investment among public health stakeholders at the level of the State, organizations, and society. There is a need for cross-sectoral coordination at both strategic and operational levels to increase the chances of achieving objectives in the long term. For this reason, National Public Health Action Plans must be based on a solid foundation and developed gradually, based on the prioritization of health needs and priorities.
